Neighborhood Improvement Specialists help identify, deal with violations Each neighborhood is assigned a Neighborhood Improvement Specialist or NIS who acts as a liaison between residents and city service providers. While you are urged to contact the Citizens’ Service Bureau for customer service, some issues will require further intervention. Your NIS can help when you have trouble getting an adequate response from the Citizens’ Service Bureau or when your issue is outside the scope of a normal CSB service request. The specialists, previously known as NSO, or Neighborhood Stabilization Officers, are part of the city’s Neighborhood Stabilization Team. Their goal is to bring together residents, community groups, elected officials, government agencies, social service organizations and police to identify permanent solutions for neighborhood problems. You’ll often encounter them at neighborhood meetings or traveling throughout their assigned neighborhoods. They look for possible code violations and nuisance activity and then work with city agencies and the Citizens’ Service Bureau to resolve problems. For instance, they may work with a cooperative property owner to deal with an issue or help build a case against a recalcitrant one by issuing citations and filing reports. The NIS for the Tower Grove East neighborhood is Andrew Hernandez. He can be reached at 314-657-1377 or hernandeza@stlouis-mo.gov. To learn the name of your NIS, visit stlouis-mo. gov and search for NIS.
