Additional requirements and exceptions apply to certain animals. (§10.20.011) • Dogs and cats may not be tethered outdoors for more than 10 continuous hours or for a total of more than 12 hours during any 24-hour period. City law also establishes requirements for the length and type of tether and for access to food, water and shelter. (Chapter 10.04) VEGETATION AND PROPERTY MAINTENANCE • Property owners are responsible for maintaining vegetation on their property, including the tree lawn and the area extending to the midpoint of an adjoining alley. • Property must be kept free of noxious weeds, invasive plants, nuisance plants and debris.Turf grass and unmanaged vegetation generally must be kept under seven inches in height. Managed native plantings are permitted when they meet city requirements. (Ordinance 72098; §11.04.040 et seq.) PUBLIC NUISANCES • Activities that can contribute to a property being declared a public nuisance include illegal drug activity, certain weapons offenses, prostitution, illegal gambling, illegal alcohol activity, certain serious offenses and other activities or conditions specified by ordinance. (Chapter 15.42) • The city’s public nuisance procedures were substantially revised in 2026 by Ordinance 72140, which created a Nuisance Review Board and changed portions of the nuisance enforcement process. (Ordinance 72140) SHORT-TERM RENTALS • A short-term rental may operate only in accordance with the city’s short-term rental regulations and permit requirements.The city’s regulations require, among other things, a Short-Term Rental Permit and designation of a Short-Term Rental Agent who can respond to concerns involving the property. (Ordinances 71729, 71730 and 71940) • Beginning in 2026, short-term rental operators are also required to obtain a short-term rental business license and pay a license fee equal to 3% of the rent charged for each short-term rental. (Ordinance 72095) ADDRESS NUMBERS • Every property should have its correct street number displayed, at least 3 inches tall on the street front and the alley, if there is one.
