✯ SOULARD STAR DIRECTORY | 2027 17 SOULARD SPECIAL BUSINESS DISTRICT (SSBD) The SSBD was approved by voters in 1994 with the primary purpose of providing enhanced security for the district. Services include private security patrols (off-duty police officers), security products to residents (e.g., car clubs, energy-efficient light bulbs, etc.), crime and safety education and other safety-related services to residents.The boundaries are as follows: North – Carroll Street; South – Sidney Street; East – Mississippi River;West – I-55.The SSBD holds monthly board meetings on the 2nd Monday at 6:30 p.m. Community Outreach meetings are held every three months (March, June, September and December) on the 2nd Thursday at 7:00 p.m. at the Five Star Senior Center, located at 2832 Arsenal.
